GENERAL PROVISIONS<\/h5>\n\n\n\n<h6 id=\"\u0441\u0442\u0430\u0442\u044c\u044f-1-\u0446\u0435\u043b\u0438-\u0446\u0438\u0444\u0440\u043e\u0432\u043e\u0433\u043e-\u0433\u0440\u0430\u0436\u0434\u0430\u043d\u0441\u0442\u0432\u0430\" class=\"wp-block-heading\"><strong>Article 1. Objectives of Digital Citizenship<\/strong><\/h6>\n\n\n\n<p class=\"wp-block-paragraph\">Digital citizenship of the Republic of Vestina is aimed at:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The formation of a unified virtual community of citizens based on respect, equality, and common goals;<\/li>\n\n\n\n<li>The creation of a platform for interaction, exchange of experience, and joint development;<\/li>\n\n\n\n<li>The provision of rights and protection to citizens within the digital space of the Republic;<\/li>\n\n\n\n<li>The development of a unique digital culture and identity.<\/li>\n<\/ol>\n\n\n\n<h6 id=\"\u0441\u0442\u0430\u0442\u044c\u044f-2-\u043f\u0440\u0438\u043d\u0446\u0438\u043f\u044b-\u0446\u0438\u0444\u0440\u043e\u0432\u043e\u0433\u043e-\u0433\u0440\u0430\u0436\u0434\u0430\u043d\u0441\u0442\u0432\u0430\" class=\"wp-block-heading\">Article 2. Principles of Digital Citizenshi<\/h6>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Voluntariness: citizenship is granted on the basis of the individual's free will.<\/li>\n\n\n\n<li>Equality: all citizens shall have equal rights and duties, regardless of their origin, sex, age, nationality, or beliefs.<\/li>\n\n\n\n<li>Participation: citizens shall have the right and opportunity to actively influence the governance of the State and participate in its development.<\/li>\n\n\n\n<li>Transparency: the activities of the governing bodies of the Republic shall be conducted openly and made accessible to all citizens.<\/li>\n\n\n\n<li>Data Protection: the Republic shall guarantee the security of citizens' personal data.<\/li>\n<\/ol>\n\n\n\n<h6 id=\"\u0441\u0442\u0430\u0442\u044c\u044f-3-\u0441\u0442\u0430\u0442\u0443\u0441-\u0446\u0438\u0444\u0440\u043e\u0432\u043e\u0433\u043e-\u0433\u0440\u0430\u0436\u0434\u0430\u043d\u0441\u0442\u0432\u0430-\u0440\u0435\u0441\u043f\u0443\u0431\u043b\u0438\u043a\u0438-\u0432\u0435\u0441\u0442\u0438\u043d\u0430\" class=\"wp-block-heading\">Article 3. Status of Digital Citizenship of the Republic of Vestina<\/h6>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Digital citizenship of the Republic of Vestina shall have no legal or political effect with respect to existing states.<\/li>\n\n\n\n<li>Citizenship of the Republic of Vestina shall not terminate or otherwise affect a person's existing citizenship of other states.<\/li>\n<\/ol>\n\n\n\n<h6 id=\"\u0441\u0442\u0430\u0442\u044c\u044f-4-\u043f\u0440\u0438\u043d\u0446\u0438\u043f\u044b-\u0446\u0438\u0444\u0440\u043e\u0432\u043e\u0433\u043e-\u0433\u0440\u0430\u0436\u0434\u0430\u043d\u0441\u0442\u0432\u0430\" class=\"wp-block-heading\">Article 4. Principles of Digital Citizenship<\/h6>\n\n\n\n<p class=\"wp-block-paragraph\">Digital citizenship shall be based on the following principles:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Voluntariness.<\/li>\n\n\n\n<li>Openness and accessibility.<\/li>\n\n\n\n<li>Equality of rights and opportunities.<\/li>\n\n\n\n<li>Promotion of active participation in the public life of the Republic.<\/li>\n<\/ol>\n\n\n\n<h5 id=\"\u0433\u043b\u0430\u0432\u04302-\u043f\u043e\u0440\u044f\u0434\u043e\u043a-\u043f\u043e\u043b\u0443\u0447\u0435\u043d\u0438\u044f-\u0443\u0442\u0440\u0430\u0442\u044b-\u0433\u0440\u0430\u0436\u0434\u0430\u043d\u0441\u0442\u0432\u0430-\u0438-\u0432\u043e\u0441\u0441\u0442\u0430\u043d\u043e\u0432\u043b\u0435\u043d\u0438\u044f-\u0433\u0440\u0430\u0436\u0434\u0430\u043d\u0441\u0442\u0432\u0430\" class=\"wp-block-heading\">CHAPTER 2. PROCEDURE FOR ACQUIRING, LOSING, AND RESTORING CITIZENSHIP<\/h5>\n\n\n\n<h6 id=\"\u0441\u0442\u0430\u0442\u044c\u044f-5-\u0443\u0441\u043b\u043e\u0432\u0438\u044f-\u043f\u0440\u0438\u043e\u0431\u0440\u0435\u0442\u0435\u043d\u0438\u044f-\u0446\u0438\u0444\u0440\u043e\u0432\u043e\u0433\u043e-\u0433\u0440\u0430\u0436\u0434\u0430\u043d\u0441\u0442\u0432\u0430\" class=\"wp-block-heading\"><strong>Article 5. Conditions for Acquiring Digital Citizenship<\/strong><strong><br><\/strong><\/h6>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Digital citizenship may be granted to any person who has attained the age of 18.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">To acquire citizenship, an applicant shall:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Submit an application through the official website of the Republic of Vestina \u2014 vestina.blog;<\/li>\n\n\n\n<li>Accept the principles and Constitution of the Republic.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Citizenship shall be acquired by the issuance of a Decree of the President of the Republic of Vestina within three (3) days from the date of submission of the application through the official website.<\/p>\n\n\n\n<h6 id=\"\u0441\u0442\u0430\u0442\u044c\u044f-6-\u0443\u0442\u0440\u0430\u0442\u0430-\u0433\u0440\u0430\u0436\u0434\u0430\u043d\u0441\u0442\u0432\u0430\" class=\"wp-block-heading\">Article 6. Loss of Citizenship<\/h6>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Citizenship may be lost in the following cases:<ol><li>voluntary renunciation of citizenship;<\/li><\/ol>\n<ol class=\"wp-block-list\">\n<li>systematic violation of the principles and laws of the Republic.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The decision on the loss of citizenship shall be made by the President of the Republic, with mandatory notification of the citizen.<\/li>\n<\/ul>\n\n\n\n<h6 id=\"\u0441\u0442\u0430\u0442\u044c\u044f-7-\u0432\u043e\u0441\u0441\u0442\u0430\u043d\u043e\u0432\u043b\u0435\u043d\u0438\u0435-\u0433\u0440\u0430\u0436\u0434\u0430\u043d\u0441\u0442\u0432\u0430\" class=\"wp-block-heading\">Article 7. Restoration of Citizenship<\/h6>\n\n\n\n<ol class=\"wp-block-list\">\n<li>A person who has lost citizenship may apply for its restoration.<\/li>\n\n\n\n<li>Restoration of citizenship shall be possible provided that the grounds that resulted in the loss of citizenship have been eliminated.<\/li>\n<\/ol>\n\n\n\n<h5 id=\"\u0433\u043b\u0430\u0432\u0430-3-\u043f\u0440\u0430\u0432\u0430-\u0438-\u043e\u0431\u044f\u0437\u0430\u043d\u043d\u043e\u0441\u0442\u0438-\u0433\u0440\u0430\u0436\u0434\u0430\u043d-\u0440\u0435\u0441\u043f\u0443\u0431\u043b\u0438\u043a\u0438-\u0432\u0435\u0441\u0442\u0438\u043d\u0430\" class=\"wp-block-heading\">CHAPTER 3. RIGHTS AND DUTIES OF CITIZENS OF THE REPUBLIC OF VESTINA<\/h5>\n\n\n\n<h6 id=\"\u0441\u0442\u0430\u0442\u044c\u044f-8-\u043f\u0440\u0430\u0432\u0430-\u0433\u0440\u0430\u0436\u0434\u0430\u043d-\u0440\u0435\u0441\u043f\u0443\u0431\u043b\u0438\u043a\u0438-\u0432\u0435\u0441\u0442\u0438\u043d\u0430\" class=\"wp-block-heading\"><strong>Article 8. Rights of Citizens of the Republic of Vestina<\/strong><\/h6>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Citizens shall have the right to:<\/li>\n<\/ol>\n\n\n\n<ol class=\"wp-block-list\">\n<li>participate in the governance of the State, including elections and voting;<\/li>\n\n\n\n<li>access educational, cultural, and social programs of the Republic;<\/li>\n\n\n\n<li>freedom of expression within the framework of the laws of the Republic;<\/li>\n\n\n\n<li>protection of their digital identity and personal data.<\/li>\n<\/ol>\n\n\n\n<h6 id=\"\u0441\u0442\u0430\u0442\u044c\u044f-9-\u043e\u0431\u044f\u0437\u0430\u043d\u043d\u043e\u0441\u0442\u0438-\u0433\u0440\u0430\u0436\u0434\u0430\u043d-\u0440\u0435\u0441\u043f\u0443\u0431\u043b\u0438\u043a\u0438-\u0432\u0435\u0441\u0442\u0438\u043d\u0430\" class=\"wp-block-heading\">Article 9. Duties of Citizens of the Republic of Vestina<\/h6>\n\n\n\n<p class=\"wp-block-paragraph\">Citizens shall:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>respect the rights and freedoms of other citizens;<\/li>\n\n\n\n<li>comply with the laws and principles of the Republic;<\/li>\n\n\n\n<li>actively participate in the life of the community.<\/li>\n<\/ol>\n\n\n\n<h6 id=\"\u0441\u0442\u0430\u0442\u044c\u044f-10-\u0434\u043e\u043a\u0443\u043c\u0435\u043d\u0442-\u0443\u0434\u043e\u0441\u0442\u043e\u0432\u0435\u0440\u044f\u044e\u0449\u0438\u0438-\u043b\u0438\u0447\u043d\u043e\u0441\u0442\u044c-\u0433\u0440\u0430\u0436\u0434\u0430\u043d\u0438\u043d\u0430\" class=\"wp-block-heading\">Article 10. Identity Document of a Citizen<\/h6>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The document certifying the identity of a citizen shall be the Digital Citizen Passport, which shall be issued within two weeks from the date of issuance of the Decree of the President admitting the person to citizenship.<\/li>\n<\/ol>\n\n\n\n<h6 id=\"\u0441\u0442\u0430\u0442\u044c\u044f-11-\u0444\u0438\u043d\u0430\u043d\u0441\u043e\u0432\u0430\u044f-\u043e\u0441\u043d\u043e\u0432\u0430\" class=\"wp-block-heading\">Article 11. Financial Basis<\/h6>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The Republic of Vestina shall not levy taxes but may accept voluntary contributions for its development.<\/li>\n\n\n\n<li>Such funds shall be allocated to the development of digital infrastructure, educational programs, and citizen
