The Republic of Vestina has officially presented the draft Digital Convention of Virtual States on Digital Well-being and Security — an international digital instrument aimed at protecting individuals, citizens’ rights, and the sustainability of the digital environment.
The Convention establishes the principles of human-centered priority in the digital space, personal data protection, cybersecurity, ethical use of technologies, and international digital cooperation.
Vestina is convinced that the digital space must be safe, humane, and oriented toward personal development rather than threats and manipulation.
DIGITAL CONVENTION ON DIGITAL WELL-BEING AND SECURITY
CHAPTER I. GENERAL PROVISIONS
Article 1. Objectives of the Convention
The objectives of this Convention are:
- Protecting the digital well-being of individuals in virtual states.
- Ensuring a safe, sustainable, and ethical digital environment.
- Preventing digital threats, abuses, and destructive behavior.
- Establishing unified standards of digital security and responsibility.
- Promoting international digital cooperation among virtual states.
Article 2. Key Concepts
The following terms are used in this Convention:
- Digital well-being the state of security, comfort, and sustainable personal development in the digital environment.
- Digital security —the set of measures for protecting data, systems, and users from digital threats.
- Virtual state a digital entity possessing its own governance system, citizenship, and legal framework.
- Digital threat - any action or inaction capable of causing harm to individuals, society, or digital infrastructure.
CHAPTER II. PRINCIPLES OF DIGITAL WELL-BEING
Article 3. Principle of Human-Centered Priority
The digital environment must be built taking into account the interests, rights, and dignity of individuals. Any digital decisions are made with an assessment of their impact on people.
Article 4. Principle of Voluntary and Informed participation
Citizens of virtual states have the right to make an informed choice regarding their participation in digital platforms, services, and initiatives.
Article 5. Principle of Protection of Psycho-Emotional Well-being
Virtual states shall take measures to prevent digital pressure, manipulation, cyberbullying, and other forms of psychological harm.
CHAPTER III. DIGITAL SECURITY AND DATA PROTECTION
Article 6. Protection of Personal and Digital Data
- Virtual states ensure the protection of citizens’ personal data.
- The collection, storage, and processing of data are allowed only on lawful and transparent grounds.
Article 7. Cybersecurity
Virtual states shall:
- Establish systems for warning and responding to digital attacks.
- Exchange information about digital threats.
- Promote the development of secure digital technologies.
Article 8. Responsibility for Digital Offenses
Individuals committing digital offenses shall be held accountable in accordance with the law of the virtual state and international digital standards.
CHAPTER IV. ETHICAL STANDARDS OF THE DIGITAL ENVIRONMENT
Article 9. Ethics of Digital Interaction
Digital communication must be based on respect, and discrimination, violence, and incitement of hostility are prohibited.
Article 10. Responsible Use of Technologies
The use of artificial intelligence, automated systems, and algorithms must be transparent, explainable, and safe.
CHAPTER V. INTERNATIONAL DIGITAL COOPERATION
Article 11. Cooperation of Virtual States
Virtual states shall:
- Coordinate digital security policies.
- Conduct joint digital forums and consultations.
- Provide mutual assistance in case of digital incidents.
Article 12. Exchange of Best Practices
The parties to the Convention promote the exchange of educational, technological, and legal practices in the field of digital well-being.
CHAPTER VI. FINAL PROVISIONS
Article 13. Accession to the Convention
Any virtual state recognizing its goals and principles may accede to this Convention.
Article 14. Entry into Force
The Convention enters into force upon its ratification in the prescribed digital manner.
Article 15. Development of the Convention
The provisions of the Convention may be supplemented by protocols and digital charters adopted by mutual agreement of the parties.
