CHAPTER 1. DECLARATION OF STATE SOVEREIGNTY OF THE DIGITAL STATE OF THE REPUBLIC OF VESTINA
CHAPTER 2. GENERAL PROVISIONS
Article 1. Name of the State
- The official name of the state is the Digital State of the Republic of Vestina.
- The names “Digital State of the Republic of Vestina,” “Republic of Vestina,” and “Vestina” are equivalent.
Article 2. Status of the State and Fundamental Principles of Activity
- The Republic of Vestina declares itself a sovereign, digital, free, unitary, legal, just, socially oriented, secular state, independent of territorial affiliation and language barriers.
- The Digital State of the Republic of Vestina has a presidential form of government.
- State power in the country is unified. The Constitution has the highest legal authority.
- Political and ideological diversity is recognized in the Republic of Vestina.
- In the Republic of Vestina, both private and state property are equally recognized and protected.
- The state language is Russian. English holds the status of an integrative language.
- The national currency is the Delmar (ζ).

Article 3. Supreme Values
- The highest values of the Republic of Vestina are:
- The individual — their life, rights and freedoms;
- The rule of law;
- Morality and justice;
- Freedom of society and the state.
- The Constitution, the legislation of the Republic, and state authorities are obligated to protect these highest values.
Article 4. Digital Citizenship of the Republic of Vestina. Rights of Citizens
- Citizenship of the Republic of Vestina is acquired and terminated in accordance with the Law “On Digital Citizenship of the Republic of Vestina.”
- In the Republic of Vestina, all citizens’ rights are equally recognized and protected. Every citizen has the right to independently defend their rights from violations and infringements.
- All are equal before the law and the court.
- Human dignity is inviolable;
- Everyone has the right to life, privacy, personal and family confidentiality, the confidentiality of personal deposits and savings, the secrecy of correspondence and telephone conversations, as well as the protection of digital property;
- Freedom of speech is recognized in the Republic of Vestina. Censorship is prohibited;
- Everyone has the right to freedom of religion and conscience;
- A citizen has the right to vote and to be elected;
- A citizen has the right to access open information about the activities of state authorities and to participate in public oversight.
Article 5. Duties of the Citizens of the Republic of Vestina
- The duties of a citizen of the Republic of Vestina arise from the moment of acquiring Vestina citizenship;
- A citizen of the Republic of Vestina is obliged to:
- Respect the rights and freedoms, and the lawful interests of other citizens of the Republic of Vestina;
- Comply with the Constitution and the legislation of the Republic of Vestina.
Article 6. Guarantees for the Protection of Citizens’ Rights and Freedoms
- The state guarantees the rights and freedoms of the citizen;
- The state bears full responsibility for ensuring, protecting, and upholding the rights and freedoms of citizens;
- The state guarantees the possibility of repealing any legal act if more than half of the citizens disagree with it.
CHAPTER 3. POWER, DEMOCRACY, AND PUBLIC GOVERNANCE
SECTION I. State Power and Its Sources
Article 7. Source of State Power
The source of power in the Republic of Vestina is the people.
Article 8. Implementation of the Principle of Popular Sovereignty
- Every citizen has the right to participate in the governance of the state, both directly and through their representatives;
- Popular sovereignty in the Republic of Vestina is exercised through participation in elections and referendums, interaction with state authorities, and engagement in public oversight;
- Elections of state bodies, referendums, and other electoral processes are conducted exclusively using electronic technologies;
- Interference by state authorities and their representatives in electoral processes, as well as any form of pressure or coercion on citizens and officials of authorized electoral bodies, is prohibited.
Article 9. State power
- State power in the Republic of Vestina is exercised through the separation of legislative, executive, and judicial branches;
- Legislative power is exercised by the Parliament — the Garacium;
- Executive power is exercised by the Government of the Republic of Vestina.
- The Head of State does not belong to any of the three branches of power;
- State power bears full responsibility for the social, economic, political, and other well-being of the Republic of Vestina and its people.
CHAPTER 4. STATE STRUCTURE OF THE REPUBLIC OF VESTINA
SECTION I. State Bodies and Their Powers
Article 10. President of the Republic of Vestina
- The President of the Republic of Vestina is the head of state, its highest-ranking official, who determines the main directions of the country’s domestic and foreign policy and represents the Republic of Vestina both domestically and in international relations;
- The President of the Republic of Vestina is the symbol and guarantor of the unity of the people and state authority, the inviolability of the Constitution, and the rights and freedoms of the individual and citizen.
- The President shall ensure the coordinated functioning of all branches of state power and accountability.
- The President has the right to speak on behalf of the people and the state.
- The election of the President shall be conducted in accordance with constitutional law. The President shall be elected for a term of five years.
- A citizen of the Republic of Vestina who has attained the age of 30, holds a higher education degree, and is proficient in either Russian or English may be elected President of the Republic of Vestina.
- The President of the Republic of Vestina shall have the right to initiate the adoption of a particular regulatory legal act or amendments thereto.
- The acts of the President of the Republic of Vestina shall be decrees and orders.
- The President of the Republic of Vestina shall independently appoint the Chief Governor, Governors, the Head of the Anti-Corruption Service, the Head of the Department for Civil Service Affairs, and members of the Presidential Administration.
- With the approval of the Garatium, the President shall appoint the Chairperson of the Justiarum.
- The President shall have the right to petition the Constitutional Arbitrum for official clarification and interpretation of constitutional provisions.
- The President of the Republic of Vestina shall submit the candidacy for Chairperson to the deputies of the Garacium for a vote.
- The authority to call a referendum and elections in the Republic of Vestina belongs to the President.
Other provisions concerning the activities of the President of the Republic of Vestina are set forth in the Constitutional Law of the Republic of Vestina “On the President.”
Article 11. Government of the Republic of Vestina
- The Government exercises the executive power of the Republic of Vestina.
- The Government is formed by the President of the Republic of Vestina.
- The Government is headed by the Chief Governor.
- The members of the Government are the Governors, who head the sectoral Governorates.
- The Government is accountable to the President.

Article 12. Garacium of the Republic of Vestina
- The highest representative body exercising legislative power in the Republic of Vestina is the Garacium.
- The Garacium is unicameral.
- The Garacium is a non-partisan Parliament.
- The Garacium consists of 25 deputies, who are elected through self-nomination via direct popular elections.
- Срок полномочия депутатов Гарациума – 5 лет.

Article 13. Judicial power
- Judicial power belongs to and is exercised in the Republic of Vestina solely by the court. The judicial system is unified.
- In the exercise of justice, the court is subordinate only to the Constitution and the laws of the Republic of Vestina and is an independent body.
- Какое-либо вмешательство в деятельность суда по отправлению правосудия недопустимо и влечёт правовую ответственность.
