A digital meeting on the ongoing reforms in the Republic of Vestina was held under the chairmanship of the President.
The meeting was attended by members of the Government, deputies of the Garacium, the Head of the Anti-Corruption Service, and the Head of the Department for Civil Service Affairs.
In his remarks, the Head of State noted that, following the results of 2025, there has been a significant decline in the effectiveness of government bodies. According to reports submitted by state authorities, key objectives for the past year were not achieved.
If we review the Government’s report on the results of its activities for 2025, we will find an insufficient level of achievement of the goals we set in January 2025. In particular, the work of the Governorship for Citizenship Affairs raises concern. The increase in new citizens in 2025 reached the lowest level in all five years of Vestina’s existence. This means that the agency did not carry out adequate external outreach to attract new citizens.
It should be understood that without societal growth, without an active citizenry, we cannot achieve the development of the state. Stagnation will set in, leading to the eventual cessation of Vestina’s existence.
Based on my Order following the reporting period, the Governorship for Citizenship Affairs was given a deadline to develop a Program for Attracting New Citizens for 2026, with the implementation deadline set for January 31. To date, the Program has not been developed or submitted for approval. This constitutes a sabotage of the President’s directives and the course of state policy. I have therefore decided to relieve F.A. Vorontsov of his duties as Governor for Citizenship Affairs for the improper performance of his assigned responsibilities. stated the President of Vestina.
LEGAL REFORMS
During the meeting, plans for legislative activities for the current year were also reviewed.
The Governor of Justice noted that in 2026, the following bills are planned to be drafted and submitted to the Garacium:

The President reminded that, by a decree in May of last year, the Department of Cybersecurity and Digital Legality of the Republic of Vestina was established, tasked with monitoring compliance with legislation in Vestina’s digital space and taking prescribed measures against violators.
However, after nearly a year, no significant progress toward reform has occurred. The Department has not commenced its work, and the decision to create a Cybersecurity Code, which was to serve as the basis for legal accountability, has been reviewed and canceled. The Head of State emphasized that what has been started must be brought to completion.
I instruct the Governorship of Justice, as the supervising authority, to develop the necessary legal framework and commence the Department’s work by the end of March, - stated the Head of State.
2. MODERNIZATION OF DIGITAL RESOURCES AND GOVERNMENT SYSTEMS
During the meeting, Governor of Digital Development D.A. Vlasenko reported on the implemented changes in the state’s digital infrastructure.
We have developed and implemented a comprehensive information system for direct citizen participation in all ongoing processes. The process of submitting a citizenship application, its review by the state authority, and subsequent approval actions has also been automated. Now, a user whose citizenship application has been approved can create a personal citizen account, which will also contain their ID card, allowing them to participate in all processes, including elections and the discussion of bills, — noted D.A.
