on Participation in the Digital Project “Republic of Vestina”

This Public Offer sets forth the principal terms governing the use of the official website vestina.blog, registration in the information systems of the Republic of Vestina, acquisition of digital citizenship, and participation in the activities of the digital project “Republic of Vestina.”

The performance of any actions expressly specified in this Offer as constituting its acceptance shall signify the user’s full and unconditional agreement to its terms.

General Provisions

1.1.

The “Republic of Vestina” (hereinafter referred to as “Vestina” or the “Project”) is a voluntary, non-profit digital project operating primarily on the Internet.

1.2.

The official website of the Project is available at vestina.blog.

1.3.

Vestina is a virtual digital state project and does not claim recognition under international law as a sovereign state, possession of state territory, exercise of actual public authority, or replacement of the citizenship, official documents, public authorities, or legislation of any existing state.

1.4.

The terms “state,” “citizenship,” “President,” “Government,” “Garacium,” “Justiarum,” “civil service,” “law,” “public service,” “document,” and other similar designations used within the Project refer to the internal organization of the digital project, unless expressly stated otherwise.

1.5.

This Offer governs the relationship between the Project Administration and any individual using the website, personal account, information systems, and other digital services and features of Vestina.

Acceptance of the Offer

2.1.

The User accepts this Offer by performing one or more of the following actions:

  • registering a citizen’s personal account;
  • submitting an application for digital citizenship of Vestina;
  • using digital public services;
  • submitting a request or application through Vestina’s information systems;
  • performing any other action in connection with which the User is expressly requested to accept this Offer.
2.2.

Acceptance of the Offer means that the User has read and understood its contents, understands the nature of the Project, and voluntarily agrees to the terms and conditions set forth herein.

2.3.

Merely visiting publicly accessible pages of the website without registering or using interactive services does not, in itself, constitute acceptance by the User of the obligations applicable to registered participants of the Project.

Digital Citizenship

3.1.

Digital citizenship of the Republic of Vestina is a voluntary form of participation by an individual in the Project.

3.2.

Digital citizenship of Vestina:

  • does not constitute citizenship within the meaning of international law;
  • does not replace or alter the User’s citizenship in any existing state;
  • does not grant any right of entry, residence, employment, visa entitlement, or any other rights in any existing state;
  • does not provide diplomatic or consular protection;
  • is valid exclusively within the digital infrastructure and internal rules of the Project.
3.3.

Digital citizenship shall be acquired in accordance with the procedure established by the internal acts of Vestina.

3.4.

Upon registration, a citizen may be assigned a unique digital identifier — VST-ID.

3.5.

Documents, identification cards, certificates, extracts, credentials, and other materials issued by Vestina are digital documents of the Project and do not constitute official documents issued by any existing state.

Personal Account and Information Systems

4.1.

A registered User may be granted access to a personal account and certain information systems of Vestina.

4.2.

Digital services may be provided through the personal account, including the submission of applications and requests, participation in civic initiatives, receipt of Project documents, and use of other functions available at the time of access.

4.3.

The range and functionality of digital services may change as the Project develops.

4.4.

The User is responsible for keeping their personal account access credentials secure and must not disclose them to third parties.

4.5.

The User is responsible for actions performed through their account, except in cases of confirmed unauthorized access.

User Rights

The User has the right to:

  • access publicly available information about the activities of Vestina;
  • use the digital services available to them;
  • participate in the public and civic life of the Project in accordance with its internal rules;
  • submit requests, applications, and proposals;
  • use the civic participation mechanisms provided by the Project;
  • contact the Project regarding the operation of the personal account and digital services;
  • terminate their voluntary participation in the Project in accordance with the established procedure.

User Obligations

6.1.

The User agrees to:

  • comply with this Offer and the rules governing the use of digital systems;
  • not use Vestina’s infrastructure for unlawful purposes;
  • not attempt to gain unauthorized access to the website, databases, personal accounts, or other information resources;
  • not interfere with the normal operation of the website or digital services;
  • respect the rights and legitimate interests of other participants;
  • not use Vestina’s symbols, documents, or name in a manner that may mislead third parties as to their legal status;
  • not present documents issued by Vestina as official documents of any existing state.
6.2.

When using certain services, the User must provide the information necessary for the operation of the relevant service.

Voluntary Participation and No Mandatory Fees

7.1.

Participation in the Project is entirely voluntary.

7.2.

Acquiring digital citizenship and using Vestina’s core digital public services do not create any obligation to pay taxes, state fees, or other mandatory payments to Vestina, unless otherwise expressly provided for a specific voluntary service or initiative.

7.3.

Public and civic activities within the Project may be carried out by participants on a voluntary basis, including in a volunteer capacity.

7.4.

The mere acquisition of digital citizenship does not establish an employment relationship between the citizen and the Project Administration.

8

Digital Documents and Services

8.1.

Vestina may create digital documents, registers, identification cards, certificates, records, and other elements of its internal digital infrastructure.

8.2.

The legal effect of such documents is limited to the framework of the Project, unless their recognition by a third party is separately provided for by an applicable agreement.

8.3.

The Administration does not guarantee the recognition of documents issued by Vestina by public authorities, organizations, educational institutions, employers, banks, or any other third parties.

Intellectual Property

9.1.

The website design, texts, original graphic materials, official symbols of the Project, software components, databases, and other intellectual property are protected in accordance with the applicable rules and terms governing their use.

9.2.

The publication of materials on the website does not automatically grant the User any exclusive rights to such materials.

9.3.

Publicly available materials of Vestina may be quoted with appropriate attribution to the source, unless otherwise specified for a particular material.

Limitation of Liability

10.1.

The website and the Project’s digital services are provided in their current state and may be temporarily unavailable due to maintenance, updates, technical failures, or other circumstances.

10.2.

The Administration takes reasonable measures to ensure the stable and secure operation of the digital infrastructure but does not guarantee its absolute uninterrupted availability.

10.3.

The Administration shall not be liable for decisions made by the User as a result of mistakenly perceiving Vestina’s digital citizenship, documents, or institutions as official institutions of an existing state, provided that information regarding the virtual nature of the Project has been duly published.

10.4.

Vestina shall not be responsible for the content of third-party online resources to which links may be provided on the website.

Security and Access Restrictions

11.1.

In the event of a violation of this Offer, information security rules, or the Project’s internal rules, the User’s access to certain functions may be temporarily restricted.

11.2.

In cases provided for by the internal acts of Vestina, a participant may be subject to measures of responsibility established within the Project.

11.3.

Any restriction of access shall not prevent the User from exercising the mechanisms available within the Project for appealing the relevant decision, where such mechanisms are applicable.

Personal Data and Privacy

12.1.

When using the website and digital services, information provided by the User may be processed.

12.2.

The procedure for the collection, use, storage, and protection of personal data is governed by a separate Privacy and Personal Data Processing Policy published on the website.

12.3.

By accepting this Offer, the User confirms that they have read and understood the aforementioned Policy in cases where the processing of their personal data is required for the use of the relevant service.

Amendments to the Terms of the Offer

13.1.

This Offer may be amended in connection with the development of the website, information systems, legislation, and the internal structure of the Project.

13.2.

The current version of the Offer shall be published on the official website of Vestina.

13.3.

In the event of material amendments affecting the rights or obligations of registered Users, additional notice may be provided through the website, the personal account, or by email.

13.4.

A new version of the Offer shall apply from the effective date specified therein.

14

Termination of Participation

14.1.

The User has the right to discontinue the use of Vestina’s digital services.

14.2.

Termination of digital citizenship shall be carried out in accordance with the internal acts of Vestina.

14.3.

Termination of participation does not automatically result in the deletion of information that must be retained in registers, archives, or information systems for the purpose of preserving the integrity of the Project’s historical record, unless otherwise provided by the applicable personal data processing rules.

Dispute Resolution

15.1.

Any disputes arising within the framework of the Project should initially be resolved by contacting the relevant authority of Vestina or through the digital mechanisms provided for the consideration of requests and complaints.

15.2.

Vestina’s internal procedures do not limit any rights granted to the User by the mandatory provisions of the laws of the state whose jurisdiction applies to the relevant relationship.

15.3.

Nothing in this Offer shall be construed as excluding or limiting any rights of the User that, under applicable law, may not be restricted by agreement between the parties.

Final Provisions

16.1.

This Offer applies to the services available through the official website vestina.blog, unless specific terms and conditions are established for a particular service.

16.2.

If any provision of this Offer is deemed unenforceable, this shall not automatically affect the validity or enforceability of its remaining provisions.

16.3.

Matters relating to the processing of personal data, the use of cookies, and certain digital services may be governed by separate documents published on the website.

16.4.

The User shall independently decide whether to participate in the Project after becoming familiar with its nature and the terms and conditions set forth herein.
