Vestina Adopts Digital State Concept for 2026–2031

The Government of the Republic of Vestina has approved the Concept for the Development of the Digital State, State Registries, and Citizen Personal Account for 2026–2031. The document was brought into force by Decree of the President of the Republic of Vestina No. 66 dated September 2, 2026, and approved by the Garacium.

After five years of building its legislative framework, legal institutions, and core services, the Republic of Vestina is entering a new stage of development — the creation of a unified, seamless, and predictable digital ecosystem. Developed in furtherance of the Constitutional Law "On Digital Citizenship", the Concept defines the vectors of transformation for the state space over the next five years.

Key principles and strategic directions:

• Citizen at the center: The Personal Account will become a single aggregated entry point for all state functions and services — from tracking civil status updates (Civil Registry) and participating in court proceedings (Justiarium) to working with draft laws (Garacium), digital property, and state awards.
• Registry reliability and openness: Each legal fact is recorded in the system in a single copy without duplicating records. Public registries are combined based on the Open Data Portal following unified visual and structural standards.
• Separation of contours and security by default: The legislative, judicial, civil, and registry contours maintain their autonomy while integrating through a single API layer. At the same time, the minimization of personal data storage remains a key standard.
• Development of digital identity: A single digital profile for citizens is being introduced, featuring differentiated verification levels based on the type of operation.

Implementation roadmap:

1. 2026–2027 (Consolidation): Full integration of the Justiarium into the personal account, development of a unified API between modules, and launch of the Open Data Portal.
2. 2028–2029 (Expansion of services): Implementation of electronic submission for citizen legislative initiatives, direct registration of digital property from the personal account, and launch of an anonymized cyber incident index.
3. 2030–2031 (Mature ecosystem): Launch of a unified notification center, a personalized feed of state events, and an external API for researchers and partners.

The executor of the Concept and coordinator of its implementation has been appointed as the Governorate of Digital Development of the Republic of Vestina.

“Vestina is a state whose statehood is realized in the digital environment. We have no physical territory, but we have a legal system, institutions, and data. The personal account of a Vestina citizen should become as reliable and understandable a space as the city hall of a traditional state,” the document emphasizes.
