Government of the Republic of Vestina Holds Meeting Chaired by the President

A regular meeting of the Government of the Republic of Vestina was held under the chairmanship of the President of the Republic of Vestina. The agenda included three main areas: preparations for the 5th anniversary of Vestina’s statehood, personnel decisions, and the modernization of the state’s digital infrastructure. These decisions will largely determine the composition, priorities, and technological readiness with which the Republic approaches its first major anniversary.

Preparations for the 5th Anniversary of Statehood

The first item on the agenda concerned organizational and other measures for the 5th anniversary of the statehood of the Republic of Vestina, which will be celebrated on December 1, 2026.

The Governorate of Culture presented a draft plan of anniversary events. The participants discussed the document and noted that the anniversary requires a special approach. The celebrations should reflect the path the Republic has taken over the past five years, unite its citizens, and present Vestina as an established digital state with its own institutions, traditions, and culture.

Following the discussion, Following the discussion, the plan was returned to the Governorate of Culture for further revision.The Governorate was instructed to clarify the content and sequence of the planned events, designate the officials responsible for their implementation, and submit the revised plan to the Government for further consideration.

“Five years is more than just a date on the calendar. It is the first major milestone at which the state takes stock of what has been achieved and looks to the future. The anniversary must be worthy of the Republic and its citizens, and we have every right to expect not merely a formal list of events, but a well-considered and comprehensive programme,” the President of the Republic of Vestina emphasized.

Personnel Matters

During the second part of the meeting, the Government considered personnel matters.

P. Ya. Kostenko was relieved of his duties as Chief Governor. The President and members of the Government expressed their sincere gratitude to Pyotr Yakovlevich for his dedicated service and contribution to the development of the Republic’s system of public administration. During his tenure, Vestina’s state institutions were significantly strengthened. The President wished him every success in his future endeavors.

Alyona Vlasenko was appointed Chief Governor of the Republic of Vestina. In connection with her new appointment, she was relieved of her duties as Governor of Justice. In her new position, Alyona Vlasenko will be able to draw upon her experience in leading the Governorate of Justice and her extensive knowledge of the Republic’s legal system. This experience is particularly important as Vestina approaches its anniversary.

Stanislav Vasiliev was appointed Acting Governor of Justice. He was instructed to ensure continuity and the uninterrupted operation of the Governorate of Justice.

Prokhor Zhdanovich was appointed Governor for Citizenship Affairs. The Governorate for Citizenship Affairs is responsible for one of the Republic’s key areas of activity: matters of citizenship, interaction with citizens, and the development of Vestina’s civic community.

The President congratulated the newly appointed officials and expressed confidence that the renewed composition of the Government would ensure the coordinated work of state institutions and proper preparations for the Republic’s 5th anniversary.

The relevant Presidential Decrees will be published in accordance with the established procedure.

Modernization of the State’s Digital Infrastructure

The third item considered by the Government concerned the improvement and modernization of the Republic’s digital infrastructure. For a digital state, this is fundamental in the most direct sense: information systems are the primary means through which citizens interact with public authorities, follow the legislative process, and exercise and protect their rights.

Governor of Digital Development D. A. Vlasenko delivered a report. He presented the results of the work carried out to modernize the Republic’s key state information systems. According to him, the modernization focused on three main areas: improving convenience for citizens, increasing the transparency of public authorities, and strengthening integration between the systems.

Garacium Information System. The information system supporting the legislative activities of Parliament has received an updated interface and expanded functionality. Each bill now includes a timeline allowing users to follow its entire legislative path, from introduction to entry into force. A final status, “Signed by the President and Entered into Force,” has also been added. The stages of legislative consideration have been brought into line with the laws of the Republic, which provide for no more than two readings. The public page now displays the Garacium’s current activities and meeting schedule. Citizens can therefore follow the work of Parliament with the same level of openness as the work of the Government.

Civic Participation Information System. The Governor of Digital Development also reported on the modernization of the system through which citizens participate in the public and governmental life of the Republic. The update has made the system more accessible and user-friendly while improving communication between citizens and public authorities.

Delict Information System. The system has also been updated, with improvements aimed at increasing reliability, ease of use, and the completeness of recorded information.

Virtual Reception Office of the President. Particular attention was given to a new service designed to ensure the constitutional right of individuals to freely address the Head of State. The Virtual Reception Office is available to both citizens and guests of the Republic, and all submissions are personally reviewed by the President. The service is integrated into the citizen’s personal account and is available in the “Public Services” section. A public register of submissions has also been introduced, making interaction with the Head of State more transparent. The technical infrastructure for online appointment scheduling has also been developed, with the date of its launch to be determined separately.

D. A. Vlasenko emphasized that the modernized systems constitute a unified digital environment rather than a collection of separate services. As the Republic approaches the 5th anniversary of its statehood, its digital infrastructure has become significantly stronger.

Members of the Government approved the work carried out and noted its importance in strengthening citizens’ trust in state institutions. The Governorate of Digital Development was instructed to continue modernization efforts and ensure the stable operation of state information systems, including during the anniversary events.

Outcomes of the Meeting

Following the meeting, a Resolution of the Government of the Republic of Vestina was adopted.It formalizes the decisions made on all items of the agenda:

  • the return of the plan for the 5th anniversary celebrations to the Governorate of Culture for further revision;
  • personnel appointments and dismissals;
  • instructions to the Governorate of Digital Development regarding the continued modernization of state information systems.

The text of the Resolution will be published in accordance with the established procedure.
