DRAFT LAW OF THE REPUBLIC OF VESTINA
“ON MEASURES TO ENSURE THE IMPLEMENTATION OF ENGLISH AS AN INTEGRATIVE LANGUAGE IN THE ACTIVITIES OF STATE BODIES”  

For the purpose of strengthening international communication, enhancing the efficiency of digital interaction, expanding opportunities for global cooperation, and integrating the Republic of Vestina into the international digital space, and in accordance with the Constitution of the Republic of Vestina, this Law is adopted.

CHAPTER 1. GENERAL PROVISIONS

Article 1. Legal Acts Governing Language Policy

1. Language policy in the Republic of Vestina is determined by the Constitution, Laws, and other legal acts that, by their content, address the use, protection, and promotion of languages in the Republic of Vestina.

2. The English language is used in the Republic of Vestina in accordance with Article 2 of the Constitution of the Republic of Vestina.

Article 2. State Bodies Regulating and Implementing Language Policy

1. The state body regulating and implementing language policy in the Republic of Vestina is the Administration of the President of the Republic of Vestina.

2. Every state body, regardless of its area of activity, is obliged to comply with the language legislation and to take measures within its competence to protect and ensure the use of the languages of the Republic of Vestina.

CHAPTER 2. STATUS OF THE ENGLISH LANGUAGE

Article 3. The Concept of the Status of an “Integrative Language”

1. According to Article 2 of the Constitution of the Republic of Vestina, “the English language has the status of an integrative language.”

2. An integrative language is a language used as a tool for interaction with the international community, foreign organizations, state bodies, and the implementation of international policy.

Article 4. State Measures for Ensuring and Protecting the Use of the English Language

The State assumes obligations to protect, ensure the use of, and create conditions for the study and development of the English language.

CHAPTER 3. PROCEDURE FOR THE USE OF THE ENGLISH LANGUAGE

Section I. Subjects of the Use of the English Language

Article 5. List of State Bodies in Whose Activities the Use of the English Language Is Mandatory

  1. All state bodies of the Republic of Vestina are required to use the English language in their public activities, as well as in documentation and digital operations.

Article 6. The Use of the English Language in the Activities of State Bodies

  1. State bodies use the English language:

— in official communications with international organizations and foreign states;

— when providing digital state services to a global audience;

— in analytical, informational, and presentation materials intended for international use;

— in the interfaces of state websites, digital platforms, and information systems.

  • Domestic official correspondence may use the English language in addition to the state language.

Article 7. Bilingual Official Correspondence

  1. State bodies ensure the preparation and publication of key documents in two languages: the state language and English.
  2. Key documents include:
  3. strategic regulatory legal acts;
  4. official statements, addresses, and reports;
  5. international treaties and memoranda;
  6. descriptions of state digital services.

Article 8. Digital Tools and Translation Automation

  1. State bodies implement digital automated translation systems and terminology databases.
  2. All state services must support an English version of the interface.
  3. Platforms ensure synchronization of document language versions.
