The Constitution of the Republic of Vestina has been published in its revised version.

The Constitution of the Digital State of the Republic of Vestina has been brought into conformity with the Law “On Amendments and Additions to the Constitution of the Digital State of the Republic of Vestina” and officially published in its revised version. The Law was adopted by national referendum on 25 October 2026. As early as the following day, citizens were able to read the updated Basic Law in its entirety, without having to compare the previous text against a list of amendments.

This is the most extensive revision of the Constitution since its adoption on 17 December 2024. The Basic Law has expanded from four chapters to six and now includes provisions that the state had long lacked. Previously, the Constitution did not even establish a procedure for amending itself. This has now been addressed: the Constitution may be amended only by means of a national referendum, subject to a preliminary opinion from the Constitutional Arbitrium. The 2021 Declaration of State Sovereignty, which constitutes Chapter I, has been declared unamendable.

Key Innovations in the Revised Constitution:

  • - Everyone’s right to personal data protection, and every citizen’s right to digital identity (VST-ID) and equal access to electronic public services;
  • - An explicit prohibition of discrimination and the confidentiality of correspondence across all electronic communication channels;
  • - Citizens’ right to legislative initiative and a mechanism for repealing normative legal acts by referendum;
  • - Public consultation on draft legal acts affecting citizens’ rights;
  • - An independent Central Election Commission;
  • - A procedure for the early termination of the President’s powers and removal from office, established at the constitutional level for the first time;
  • - Justiarum as a unified judicial system headed by the Supreme Arbitrium, as well as the Constitutional Arbitrium, which citizens may also petition if a legal act violates their constitutional rights;
  • - A rule stipulating that any unpublished legal act affecting citizens’ rights shall not be applied.

The revised version has been published on the official website, vestina.blog, in both Russian and English.

Laws and other normative legal acts adopted before the amendments enter into force shall remain in effect insofar as they do not contradict the Constitution and must be brought into conformity with it within six months. Work on updating the constitutional laws has already begun.
