The Central Election Committee of the Republic of Vestina has announced the official results of the first digital referendum in the history of the state. By Resolution No. 3-2026 of 26 October 2026, the referendum was declared to have been duly held and valid, and the question submitted to the referendum was approved.
The vote took place on 25 October 2026, from 08:00 to 23:59. Citizens were asked to vote on the draft Constitutional Law on Amendments and Additions to the Constitution of the Republic of Vestina by answering the following question: “Do you approve this draft Constitutional Law?” The referendum was initiated by the President of the Republic of Vestina.
The voter register listed 10 citizens, of whom 4 participated in the vote, resulting in a voter turnout of 40%. Three participants voted in favour, representing 75% of the votes cast, thereby exceeding the required threshold of 50%.
| Voting Options | Votes | % |
|---|---|---|
| Yes, I approve | 3 | 75 |
| No, I do not approve | 1 | 25 |
| Total | 4 | 100 |
In accordance with Article 19 of the Constitutional Law “On Elections and Referendums", the question was declared approved.
The First Test of the “Delict” System
The referendum marked the first real-world test of the “Delict” information system, through which citizens cast their votes online. The system managed the entire voting process, from the opening of the polls at 08:00 to their automatic closure at 23:59.
The key innovation was the automatically generated digital results protocol.Protocol No. ЦПР-2026-0001 was generated automatically by the system on 25 October 2026 at 23:59, at the close of voting, without the committee members' involvement in the vote count. It included the referendum question, voting period, number of voters on the register, voter turnout, distribution of votes, attached documents, and the final decision.
This procedure eliminates manual counting errors and delays, making the results available as soon as voting ends. The following day, the Central Election Committee approved the official results on the basis of this very protocol.
Ballot Secrecy and the Protection of Results
The voting was conducted by secret ballot. Citizens’ votes are stored separately from voter turnout records, making it impossible to link a vote to a specific user account.
The integrity of the results is safeguarded by a SHA-256 checksum — a digital “fingerprint” of the protocol:
f226d69ad3a16670863a83c205a0ecce68e7107eca70b0b6d2c00f13049fbe06
Any alteration to the protocol's data, even a single digit, would produce a completely different checksum. By preserving it today, any citizen will be able to verify that the results stored in the archive remain unchanged. The checksum has been approved by a resolution of the Central Election Committee as an identifying feature of the results.
The digital protocol is transferred to the National Digital Archive for permanent preservation.
